A report examined the transparency of funding terms and conditions from trusts and foundations, central government, and companies. 61 per cent of central government departments and 45 per cent of trusts and foundations surveyed would not negotiate terms and conditions with applicants – leading to the danger that charities might be forced to compromise their values to secure much-needed funding.

A report by the charities regulator examined how trusts and foundations were responding to the economic downturn. Trusts and foundations were taking an increased interest in the effectiveness of the charities they funded, and were exercising more caution in how they managed the risks associated with grant-making.
